Is a subluxing peroneal tendon a dis-qualifier from the military?

I have a friend who's kid wants to become an army officer, and i was trying to find out if he could still join with this condition, and maybe if he could get it fixed and still join.. It doesn't affect him what so ever and he plays multiple sports.
